What a Transferable Skills Analysis Actually Claims to Do
A transferable skills analysis identifies occupations a claimant could reasonably perform given their documented work history, residual functional capacity, education, and the skills that transfer from past jobs to alternative ones. It is, at its core, an estimating and organizing exercise: it takes a defined set of inputs — past relevant work, medical restrictions, education level, and labor market data — and applies a consistent method to produce a bounded list of candidate occupations. Why a Transferable Skills Analysis Vocational Expert Builds Must Be Repeatable
The single most important property of a defensible TSA is that it is repeatable — that a second analyst, working from the same case file, would arrive at a materially similar occupation list using the same method. That requires a documented crosswalk from the claimant's past work to a standardized occupational taxonomy, rather than an intuitive leap from job title to job title. In practice, that crosswalk runs from the Dictionary of Occupational Titles classification of the claimant's past work, through the ONET-SOC taxonomy that has effectively superseded it for most vocational analysis, and out to labor market and wage data tied to Standard Occupational Classification codes. The ONET database itself covers roughly 900 occupation profiles spanning more than 55,000 jobs, which gives an expert a wide but not infinite universe to search — and a defensible TSA should be able to show which portion of that universe was actually examined, not just the handful of titles that made the final report. The Wage and Labor Market Layer — and Its Limits

Framing wage-earning-capacity conclusions as estimates grounded in a named, dated data source — rather than as precise facts — is itself a defensibility move, not a hedge. Documenting the Analysis So It Reads the Same Months Later
A TSA that will be used in litigation or a Social Security disability hearing often sits unreviewed for months, sometimes years, between the date it was drafted and the date it is questioned under oath. The documentation has to be self-explanatory on that later date, not just clear to the analyst who wrote it the week it was produced. That means preserving, alongside the final occupation list: the full set of occupations considered and the reason each excluded title was excluded (physical demand mismatch, education requirement, skill gap), the specific DOT-to-O*NET/SOC crosswalk used, the wage data source and date pulled, and the version of the claimant's restrictions the analysis was run against if restrictions changed during the case. Where TSA Meets Social Security Disability Determinations
