A Claimant File, Two Classification Systems, and a Deadline
A vocational rehabilitation counselor in Ontario opens a new WSIB referral. The claimant worked as a millwright before a shoulder injury; the file needs a transferable skills analysis before the next scheduled review. The counselor's training leaned on U.S. materials — O*NET, the Dictionary of Occupational Titles, SOC codes — because that is where most transferable skills analysis (TSA) methodology and software originate. But the claimant's occupation, the labour market data the counselor needs to defend a return-to-work opinion, and the report format the adjudicator expects are all built on a different backbone: Canada's National Occupational Classification, 2021 version (NOC 2021). Pulling U.S.-coded occupational data into a Canadian file without translating it first is how a report ends up misaligned with the record it's supposed to support.
This is a structural fact of practicing vocational rehabilitation in Canada, not a workaround. How NOC 2021 Occupation Classification Works in Canada
NOC 2021 is Statistics Canada and Employment and Social Development Canada's joint occupational classification for the country — the Canadian equivalent of the role the Standard Occupational Classification (SOC) plays in the United States. It assigns every occupation in the Canadian labour market a hierarchical numeric code, moving from broad groupings down to specific, detailed occupations. That hierarchy is what lets a practitioner move between a general occupational category (useful for a labour market survey) and a precise unit group (useful for a specific claimant's pre-injury job) without losing the classification trail.
The defining change in the 2021 edition, relative to earlier NOC versions, is the shift to the TEER system — Training, Education, Experience, and Responsibilities — as the organizing concept for how occupations are grouped by the qualifications they typically require. TEER replaced the older skill-level/skill-type matrix used in NOC 2016 and prior editions. Occupations are grouped along a TEER scale, with lower TEER values generally associated with more extensive training, education, or credentialing requirements and higher values associated with occupations requiring shorter-term training or on-the-job experience. For a vocational counselor, TEER placement is a fast, defensible way to describe whether a transferable-skills target occupation represents a lateral, upward, or downward move relative to a claimant's pre-injury TEER level — a comparison adjudicators and opposing experts recognize.
Confirm the current, complete NOC 2021 structure — the exact number of broad categories, major groups, minor groups, and unit groups, along with any mid-cycle updates — directly against Statistics Canada's published classification before citing specific totals in a report; Statistics Canada revises structural detail between releases, and a stale count in a signed opinion is an easy cross-examination target.
OaSIS: The Attribute Layer NOC Doesn't Provide by Itself
NOC 2021 tells a practitioner what an occupation is and where it sits in the national hierarchy. It does not, on its own, describe the skills, abilities, interests, and work-context attributes an occupation demands — the detail a transferable skills analysis actually runs on. That attribute layer is the job of OaSIS, the Occupational and Skills Information System developed by Employment and Social Development Canada as Canada's structured occupational-attributes database, linked to NOC codes.
OaSIS functions, conceptually, the way O*NET functions in the U.S. system: it attaches skill, knowledge, and work-activity profiles to occupational codes so a practitioner can compare a claimant's documented skill set against the attribute profile of a target occupation, rather than relying on job-title intuition alone. Practitioners doing Canadian TSA work should treat NOC 2021 and OaSIS as a pair — the classification code establishes which occupation is being discussed and where it sits on the TEER scale; OaSIS supplies the attribute detail that supports the skill-transfer argument itself. A report that cites a NOC code without grounding the skill-match reasoning in OaSIS attribute data (or an equivalent documented source) is citing a label, not an analysis.
Where NOC 2021 Sits in the Canadian Workers' Compensation Process
Vocational rehabilitation in Canada runs through provincial and territorial workers' compensation boards — WSIB in Ontario, WorkSafeBC in British Columbia, WCB in Alberta, and their counterparts elsewhere — and each board sets its own vocational rehabilitation process, documentation expectations, and timelines. There is no single national workers' compensation system in Canada the way there is a single SSA disability program in the U.S.; treat every deadline, form, and reporting expectation as jurisdiction-specific and confirm it against the claimant's own board before relying on it. What is consistent across provinces is that NOC 2021 occupation classification is the reference point boards and practitioners use to describe a claimant's pre-injury occupation and any target occupations identified during return-to-work planning. Getting the NOC code right — and being able to show the TEER comparison between pre-injury and target occupations — is part of what makes a vocational opinion legible to an adjudicator who reviews Canadian files daily.
The stakes are not abstract. Statistics Canada's 2022 Canadian Survey on Disability found that 27 percent of Canadians aged 15 and older — about 8.0 million people — reported having one or more disabilities that limited their daily activities, up from 22 percent (6.2 million) in 2017. That's a growing volume of claimants moving through provincial vocational rehabilitation systems, each with a pre-injury occupation that needs correct classification before any transferable skills work can begin.
The Cross-Border Crosswalk Problem
Most TSA methodology, most published occupational-analytics tooling, and most of the CRC training pipeline in North America are built around O*NET, the DOT, and SOC codes — U.S. systems. The Commission on Rehabilitation Counselor Certification reports over 15,000 Certified Rehabilitation Counselors practicing across the United States, Canada, and several other countries, which means a meaningful share of CRCs working Canadian files were trained on American classification tools and have to actively translate that training onto NOC 2021 rather than working natively within it.

Building a Defensible NOC-Based Transferable Skills Analysis
A NOC-based TSA that will hold up under provincial board review or cross-examination needs three things documented, not assumed: the correct NOC 2021 code for the claimant's pre-injury occupation (including TEER level), the OaSIS or equivalent attribute profile supporting the skill-transfer comparison, and — where the file also touches U.S. occupational data, a cross-border employer, or a comparative labour market argument — a documented crosswalk showing how the NOC code relates to any SOC or O*NET occupation cited alongside it. Skipping any one of those steps turns a defensible opinion into a guess with a citation attached.
