Why a Nine-Digit Number Still Ends Up in Cross-Examination
A vocational counselor cites a DOT code in a transferable skills analysis. Opposing counsel asks what the third and fourth digits mean, and whether the counselor picked the code or looked it up. If the answer is "I'm not sure, I just copied it from the old edition," the report's credibility takes a hit it didn't need to take. The Dictionary of Occupational Titles has not been updated since the U.S. Department of Labor moved its investment to O*NET, but its codes still appear in workers' compensation files, Social Security disability determinations, and long-term disability claims — because decades of case law, fee schedules, and prior reports reference them. Knowing how to read a DOT occupation code — not just cite it — is what separates a defensible report from a borrowed one. By the end of this guide, you'll be able to take any nine-digit DOT code apart, digit by digit, and explain what each segment is actually doing.
The Nine-Digit Structure: Three Groups of Three
A DOT occupation code is written as three sets of three digits, formatted like 205.362-018. Each segment carries distinct information, and none of it is arbitrary.
- First three digits — occupational group. These place the job within the DOT's occupational classification structure: a broad category (the first digit), a division within that category (the second digit), and a specific occupational group within the division (the third digit). Two jobs that share a first-three-digit prefix belong to the same occupational family — clerical, professional, service, and so on.
- Middle three digits — worker functions. These three digits rate the job's relationship to Data, People, and Things, in that order, each on its own 0–8 scale. This is the part of the code that carries the most vocational meaning, and it's covered in its own section below.
- Last three digits — alphabetization code. These digits don't describe the job itself. They exist to distinguish occupations that share the same first six digits, assigned in alphabetical order by occupational title within that six-digit group. Two occupations with the same first six digits and different last three digits are functionally similar jobs, differentiated only by title.
This structure is why a competent reviewer can look at an unfamiliar DOT code and immediately know something about the job before ever opening the dictionary entry — the code itself is a compressed classification, not just a lookup key.
Decoding the Worker Functions Triad: Data, People, Things
The middle three digits are where most of the analytical value sits, and where most misreadings happen. Each of the three scales runs from 0 to 8, but — critically — lower numbers indicate higher complexity or involvement, not less. A Data rating of 0 (synthesizing) reflects far more complex information-handling than a Data rating of 6 (comparing). The same inverse logic applies to People (0 = mentoring, 8 = taking instructions/helping) and Things (0 = setting up, 8 = handling).
This inversion matters directly for transferable skills work. When a counselor is comparing a claimant's date-of-injury job to potential alternative occupations, the worker functions digits are one of the fastest ways to gauge whether a candidate occupation asks for a similar, lesser, or greater level of complexity in how the worker handles information, interacts with people, and manipulates objects. Getting the direction of the scale backward — treating a low number as "less skilled" — is a common, avoidable error that undermines an otherwise sound analysis.
SVP: The Rating the Code Doesn't Show But Every Report Needs
The nine digits of a DOT code don't include Specific Vocational Preparation, but no vocational report is complete without it. SVP is a separate 1–9 scale, published alongside each DOT occupational definition, indicating the amount of time typically required to learn the techniques, acquire the information, and develop the facility needed for average performance in that job — everything from a few days of training (SVP 1–2) up past four years of preparation (SVP 8–9). SVP is what turns a bare occupational title into a usable data point for a wage-earning-capacity or transferable-skills opinion, because it's the figure most often compared against a claimant's actual vocational preparation and work history. From DOT to O*NET-SOC: Why the Crosswalk Matters
The Department of Labor stopped maintaining the DOT and shifted its occupational data investment to ONET, which today covers 900 occupation profiles linked to more than 55,000 job titles, maintained by the National Center for ONET Development under USDOL/ETA. That's a fraction of the roughly 12,000+ occupational titles the DOT once catalogued at its most granular — which is precisely why the DOT hasn't disappeared from vocational practice. ONET's occupations are broader and less granular than the DOT's; a single ONET-SOC code can correspond to dozens of narrower DOT titles that a counselor may still need to distinguish for a transferable skills analysis.
That's the gap a crosswalk fills. A DOT-to-ONET-SOC crosswalk maps legacy DOT codes forward to their corresponding ONET-SOC occupations, so a report can rely on current occupational and wage data (O*NET, and by extension BLS OES) while still anchoring its worker-function and SVP detail in the DOT's more granular original classification. A complete DOT definition entry bundles several pieces of information around the nine-digit code: the occupational title, an industry designation, alternate titles, a narrative job description, the worker functions ratings, SVP, General Educational Development (GED) levels, physical demands, and environmental conditions.
